A lunar colony. The name suggests it was on the far side of the moon.
During the Secession War, it received water yielded by mining robots under Mare Stellatis. The Colony refined it to provide reaction mass and deuterium to power the Alliance of Free States warships' fusion power plants.
When the facility became a prison facility, once more the Colony received water shipment mined by the inmates. The colony extracted the deuterium for power and sold the water to commercial users, mostly for reaction mass. A percentage of the power went back to the prison for life support.
